The "Borders" part is now the topic of a separate spec, series title is still that of the current specification, meaning level 3. The update also drops the exception for `css-images-4`, no longer needed.
The update preserves the former shortname `speech-api` for now, matching the `shortname` metadata currently present in the spec. Fixes #1639
