Add ability to build for packages: npm run build:packages.

Here is a list of what we were thinking originally:

  • Global components
  • Site level components
  • Content level components
  • Not prefixed components?
  • Reset/baseline styles/prefixed/notprefixed?

The question is just: what sort of packages would be helpful/useful? Do we even need packages? If people want packages, do we assume they're probably a developer and should just be able to create their own easily?
