Introduce OIG admin views to facilitate specific actions accessible only to Inspector Generals.

In short: A backend for the OIG to easily perform on-chain tasks.

Contracts in use

Workflow A: "Push Evaluations":

Action: guilds.oig:pusheval
proposes MSIG with auth of all 3 IGs
2 Forms: for guilds.oig:pusheval and guilds.oig:addguild
Display Tables guilds.oig::guilds, guilds.oig::evaluations
visually: Actions as individual cards on top

Workflow B: "Guilds Admin View":

Actions: oig:inaugurate, oig:announce, oig:endelection
proposes MSIG with auth of all 3 IGs
individual forms
form validation
date&time picker for timestamps (UTC)
