Transaction recovery scaledown processing is blocking #110

The scaledown transaction recovery processing blocks at two places

when server is restarted to apply the system properties variables which are needed for smooth recovery process
when recovery SCAN is running

The processing of those actions should be run asynchronously and it should not block other processing that operator runs.
