Feat: CLI + Manage Wallets

For complete operation and disconnection from bittensor-cli and bittensor python packages, I request a simple CLI to create and manage wallets and regenerate keys (without other functionalities atm), this would allow for complete miner/validator setup on a machine without the need to install Python. It could also allow one to integrate key regeneration mechanisms into miner software itself, without the need for external wallet management.

Without a cli, there could also be an API with the same functionality, which would allow one to either write their own CLI or add functionality to their code which would allow for automatic key regen based on secrets.
