[UI] Initial Deployment button for Observers in Publisher should be disabled

This issue is only if the API has never been deployed before. Otherwise deployment button is disabled as expected.

As observer has only read only privileges, this button should be disabled. This is not a critical issue as even the button is visible, backend will not allow this to happen and UI gives the error of not having privileges.

However, since all other buttons are disabled, if only this button is active, user gets a impression as this is allowed. Hence we need to address this improvement.

Solution

Disable the button for non privileges users from UI.
