This task is to track the development of APIM governance core

Task of #2913

  • Draft API Spec

Improvements: (28th Jan)

  • Need to clean up or revert the state to PENDING when starting up the server
  • Global policy update
  • Governance scopes
  • Replace cascade remove with individual DELETE queries
  • Fix policy creation to limit BLOCK policies for API Create and API Update
  • Add method to receive and clean artifact results on API delete
  • Add an endpoint to return all the enums (metadata)
