Endpoint certificates are not listed under the API endpoints after migrating from APIM-250 to APIM-420.

Description

After the successful migration from APIM-250 to APIM-420, the endpoint certificates are not listed in the publisher UI. However, the corresponding certificate can be observed in the migrated database under the table 'AM_CERTIFICATE_METADATA'.

Steps to Reproduce

Create an API in APIM-250 with a configured endpoint certificate. Then, migrate the APIM-250 to APIM-420. Once the migration is completed, the certificates are not listed under the endpoints of the publisher portal in APIM-420.
