Missing required step in 'encrypting password' documentation

Description:

According to the commands on ciphertool.bat, Apache Ant installation should be a prerequisite when user runs cipher tool from Windows environment. This step should be mentioned in [1]

This has been captured on old version of APIM documents[2].
