Improve - toast that sample collection is running and data cannot be sent

I see this information if, while collecting data, I try to send it:

I propose to simplify this through a dialog with the question: do you want to stop collecting the data and send the collected data? User can confirm yes/no.
This reduces the need for the number of actions (clicks) on the user's side.

It completely makes sense when user is playing with the buttons in the application. However when you use a Quick Settings buttons, Shortcuts or integrations from other applications there's no way to show a dialog. Currently the same logic is executed in both scenarios and that's why you see that kind of very basic message, but I agree it can be improved.
