Probably using the fragment identifier as the addition to the title doesn't always work, as it is just the id of the element which it is linked to and can be irrelevant. So it could make sense to use the inner text, when the element is a heading for example, but I think in its simplest form this would already be helpful.
I often insert links to specific sections (links with fragments1) into my notes, for example:
https://help.obsidian.md/Linking+notes+and+files/Internal+links#Link+to+a+heading+in+a+note
which produces a title of
Internal links - Obsidian Help
, but could be more useful with including the section name likeInternal links - Obsidian Help#Link to a heading in a note
