pre-alpha 0.0.1

This release represents the first version of a nearly completed contract suite. There are parts that are still missing (slashing is the most notable), and parts that will certainly change (Root Validator Set). In addition, changes to the infrastructure of the platform makes the spec of the present contracts more uncertain. Still, as these contracts represent an engineering milestone and will be audited, we are marking them as the first pre-alpha release.
