Add FRE-NCtools SPD

FRE-NCtools is a set of tools for manipulating and creating netCDF inputs for FMS managed models. @micaeljtoliveira set up an SPD for FRE-NCtools in the COSIMA/spack_packages repo. It would be good to move this here.

Just a note for those following at home:

We've installed FRE-NCtools on Gadi and it can be used as follows:

module use /g/data/vk83/prerelease/modules
module load fre-nctools/2024.05

Please note however, that this installation uses ACCESS-NRI's "prerelease" infrastructure and is very much a stop-gap while the release team work out the best way to release tools like FRE-NCtools. Feel free to use it, but note that we'll follow up with updated instructions at some point in the future.
