Merge dev to turrets, compacted files, adjusted sounds

Turret sound volume now scales to the "effort" of the power input Merged dev to this branch Compacted files due to some loading issue causing gyroscopes not to load correctly Added OBBCenter to local position check for position validation on turret motors Changed sounds to use the ones added to acf_base (May potentially allow turret motors to have other sounds set, but that is for a later time)
