Adapt to the new quickstart doc - Launch your first microservice apps

Changelogs:

• Target to adapt the new quickstart doc, Launch your first microservice apps
• Reduce the artifact id length to meet the Spring Apps maven plugin usage and add a new profile spring-apps for partial configuration, these can be reverted when below any feature:
  • [FEATURE_REQ] Use Spring Apps plugin to configure a more accurate app name microsoft/azure-maven-plugins#2295
  • [FEATURE_REQ] Support pre-definition for Spring Apps maven plugin microsoft/azure-maven-plugins#2296
• Add new shell script scripts/run_all_without_infra.sh to run locally without infra setup.
• Rename the root path file application.yml to config-file.yml, because it will disturb the app spring-petclinic-config-server's configuration path lookup.
• Sync changes from the remote configuration, Fix the outdated properties spring-petclinic-microservices-config#7
