Issues in the original documents:

• CC 0705: Broken URLs are listed in the References section #24

• CC 0611 and 0903: Bibliography contains references to the old IETF drafts #31

Notes:

• The document 0505 "Results from First Recurrence Questionnaire" includes the "Questionnaire on Implementation of Recurrence", which was not published as a standalone document. To embed it, I have used the same document attributes as in 0505 with the following commented-out editor's note:

• CC 1703 (cc-report-conference-39) has already been encoded, but it does not have completely the same content - the encoded file contains images, while those are not present in the original document. I was not able to figure out whether the images are from some other document, or they belong to this one.
• CC 0812: There are multiple presentations under 0812 and the following note applies:
  All documents included in the zip file for Meet CalConnect 2008 are considered part of CD 0812 and the public disclaimer included by reference above applies to all contents of the file.
  Should this be generated as a collection?

@ronaldtse All the files from https://github.com/CalConnect/calconnect.org/tree/main/publications are encoded here. Several tickets and notes are related to these encodings, as described in the first comment to this PR. Please let me know if any changes are required. Thank you!

The site isn't building for some reason. I already aligned all the date formats. Let's merge this first and handle that build issue after.
