Downdate docfx to 2.77.0, as; - 3.0.0 is no longer publicly available (dotnet/docfx#9901 (comment)) - 2.78.0 dropped support for .NET 6 (https://github.com/dotnet/docfx/releases) Amend config for v2 compliance - Remove config specific to docfx v3: "link-out-of-scope" - Reformat json so that it gets parsed correctly Ignore osi-model website for markdown-link-check, as the website is still accessible (even if the website's cert has expired)

Two elements of the pipeline have started failing on their own since it was last run;
markdown-link-checktask has started failing because a website referenced throughout this spec (https://osi-model.com/) has an expired license. We need to configure to somehow ignore this.
