Crown-ng testnet bounty program

This program is designed to encourage the widest possible participation in the crown-ng testnet. This will help ensure the next release is as thoroughly tested and rock solid as possible.

Details are still being finalised but it is likely there will be a maximum of 50000 CRW available for testers.
