vxlan: Add support for enabling UDP checksums

Add udpcsum option to enable transmitting UDP checksums when doing
VXLAN/IPv4. Add udp6zerocsumtx, and udp6zerocsumrx options to enable
sending zero checksums and receiving zero checksums in VXLAN/IPv6.
