JEnv-for-Windows v2.0.0

Version 2 is a complete rewrite of version 1
We added new features like jenv local, suppord for pwsh.exe and enhanced the other ones
Next things to implement would be auto-update and automatic tests
We might encounter some problems with this version as it is not fully tested.
Also the error logs could be improved
