Fix for Debug Runs

This release fixes geos/2019.01.02+noaff.9 which had an issue when running with Debugging flags on. Still zero-diff, but now debug runs don't crash.

Updates for GEOS-JEDI Work

This release of the GEOS-ESM fork of FMS has updates needed for GEOS-JEDI work. Namely, it enables support for optional input.nml handling.

This version of FMS should be used with fvdycore v2.9.0 as that has the concomitant changes to the dynamics.

All testing with this and the associated fvdycore release show zero-diff for AMIP and Coupled MOM6 runs.

Updates for GEOSadas Work

This is a zero-diff release of the geos release branch of FMS. This update does two things:

1. Enables some EFP sums needed by the adjoint code in GEOSadas
2. Turns on INTERNAL_FILE_NML (which is used by UFS, GFS, JEDI, and other projects)

Fixes for Affinity on CI

This release updates the affinity code in FMS to the latest from GFDL. This is "newer" than the rest of the geos code, but is needed due to the CI images being a newer Linux stack.
