In addition to testing for the presence of the unlock UI, we should also confirm that the unlock functionality works.
The test should click through the "unlock submission" button, go back to /audit/
, and verify that the relevant report ID now displays "In progress". Or, instead of traversing the table looking for the right row, you could go to /audit/submission-progress/{REPORT-ID}
and verify that the unlock button is no longer visible.
