All of our operations in 2024 came together in a defining moment with the launch of the <a href="https://www.cdo.gov/cdo-council-2024-survey/" target="_blank">CDO Council's first-ever Symposium,</a> marking a momentous milestone in our efforts. This event highlighted our commitment to innovation and collaboration. It showcased our ability to unite diverse government, industry, civil society, and academia stakeholders. The Symposium's theme, Data Powers Mission: Transforming Business and Mission with Data, was a powerful platform for exploring how data transforms agency missions and enhances organizational capabilities. Federal leaders shared exclusive insights on how data operations drive mission delivery transformation and unlock untapped potential. This event provided a unique opportunity for participants to engage in critical discussions on the role of data in modernizing government operations and driving the mission of public service forward. The success of this Symposium marks a key achievement in our efforts to foster collaboration and leverage data-driven solutions to create lasting impact across federal agencies.

On January 15, 2025, OMB released guidance to agencies on implementation of the Open, Public, Electronic, and Necessary (OPEN) Government Data Act, also known as Title II of the Foundations for Evidence-Based Policymaking Act of 2018. [OMB Memorandum M-25-05, "Phase 2 Implementation of the Foundations for Evidence-Based Policymaking Act of 2018: Open Data Access and Management,"](https://www.whitehouse.gov/wp-content/uploads/2025/01/M-25-05-Phase-2-Implementation-of-the-Foundations-for-Evidence-Based-Policymaking-Act-of-2018-Open-Government-Data-Access-and-Management-Guidance.pdf) outlines a systematic approach to open data that will better facilitate data access, subject to appropriate safeguards for privacy, confidentiality, and security. The guidance addresses requirements in the OPEN Government Data Act related to agency data being open by default, maintenance of agency comprehensive data inventories, dissemination of agency data via the Federal Data Catalog, maintenance of agency open data plans, and agency engagement with the public. It also provides guidance on open data access and management under the OPEN Government Data Act.
