A note to PR reviewers: it may be helpful to review our code review documentation to know what to keep in mind while reviewing pull requests.

Description

This is a hotfix production deploy to address a couple of issues:

• Another BOM (Byte Order Mark) issue when uploading CSVs
• Addressing recent updates to poetry and GitHub Action runners that required some dependency adjustments to make sure actions completed and deployments are successful

Security Considerations

• These fixes include changes to our dependencies to make sure we're still able to run our checks, tests, and deployments properly. We will have follow-up issues to investigate these things further and see what will be required to move to newer versions; these changes pin dependencies to known stable releases for now.
