This is a backport from newer versions of Sodium/Embeddium. It avoids scheduling build tasks for empty sections and instead injects the results directly into the upload queue. This allows the task budget per frame to be spent entirely on sections that actually contain blocks.
This should hopefully provide a noticeable improvement to F3+A reload times.
