This PR caters to the requirements for the CONVOLVE tapeout.

We add a switch to lower the AXI bandwidth but maintain the high bandwidth connection within each cluster.

Major TODOs:

  • Update cluster wrapper template and instantiate the converter at this level
  • Update test harness to cater to lower bandwidth
  • Updates schema doc configuration to set default values
  • Provide CI to check if it still works
