feature: add zh_cn translation file

Sorry I've disappeared since the last time I asked about some item name issues ( #47 ). Here's a late translation file. I noticed that some items are actually still in development, such as the drill. So I didn't translate those items because I don't know how they work.

Then, here are some minor questions about localization:
Propeller in handheld_nozzle.tooltip. Whether this is an unadded item or an alias for another item?
modifier in handheld_block_zapper. Is it still under development or...?

current tooltip text is temp so dont worry about much tooltip text & Propeller is in base create mod
& modifiers wise is basically 90% done
