Another pull request adds a field in the Python autotester settings for a requirements file. This PR changes the cursor when hovering over this field and adds a tooltip to inform instructors that requirements files for Python autotesting can be uploaded with the test files.

Since the master branch has been updated, there is a spacing issue with the two items under New Features and improvements. Could you please add a new line under the title New features and improvements and remove the new line above your PR item.
