Update policy-management.md

We want to make this restriction clearer for our EASID users.

We plan to always show the Other Microsoft Accounts section of the Accounts settings page, even if an admin has blocked personal accounts from being added to the client.

However, a user may still be allowed to add a consumer EASID account.

## Set Primary Account
Users can change the primary account in Settings > Accounts > Email accounts > Manage for the account they want to designate as primary.
