Can the Take-A-Tour feature in the old UI be added to the staging new UI for READ to review?

I want to look into it a little more before I give a definitive answer. It requires external JS and I want to make sure whatever we implement follows angular and EXL best practices. I should have an answer for you tomorrow.

So I've made some progress on this so I think it may be possible by July 10. Basically since its angular now, we can't use the bootstrap tour anymore. They've written a similar tool using angular called angular-ui-tour. It has taken me some time to figure out how to get the JS incorporated into the page but now that I'm past that hurdle, it's just about figuring out how the tour actually works ( the documentation leaves something to be desired ).

@RPagani and I have decided to table this for now. I'll remove it from the July 10 milestone but keep the ticket opn and hopefully at a later date @gam5 or someone else can implement it. Thanks Eli!
