SMPTE Register Updates + JAXB Dependencies

This release includes the following changes:

1. SMPTE register updates, see #360
2. Adding JAXB dependencies explicitly, so that applications which run JDK 11+ can use Photon without including the JAXB dependencies in the parent project.
