test: fix test_copy_dir for coverage test

Complete Description of Additions/Changes:

• The test of test_copy_dir is failed in feat(ci): add coverage check for changed python file #4200 due to "Mock()" is used and
  passed into the coverage module, change to use return_value
  instead of Mock() directly.
