feat(openchallenges): upgrade primeng to v17 #2758

The upgrade of primeng was used to explore if the mismatched versions between angular (v17) and primeng (v16) was the cause of the bug #2757. However, the actual cause was found in this #2760.

  • Upgrade primeng to v17 to match Angular v17
  • Upgrade primeicons to the latest version
