Secound small fix release.
Fixing libhalgal isnt found on newer TVs, because only Version 0 or 2 is installed. hyperion-webos_libvtcapture was needing v1, now not specified.

Libvtcapture (New WebOS-TVs ~2020) should work fine (Running, Autostart, ..).
Libvt (older WebOS-TVs) doesn't autostart after suspention. Full reboot is requierd to get autostart.

Tested on WebOS 4 & WebOS 5.

Limiting FPS isn't working for both versions.
