tom_swift 0.2.0

This release of the TOM Toolkit Swift Facility module has the basic capabilities to validate and submit Swift ToO requests.
The functionality to follow the status of the observation requested (within TOM Toolkit) is not yet implemented and coming soon.
In the meantime, please use https://www.swift.psu.edu/ to follow your observation requests.
