I was able to successfully build libtiledb on Ubuntu 24 after installing some htslib dependencies that were pre-installed in the Ubuntu 22 image. However, just like my PR to migrate to macos-13 (#783), the blocker is the failing Java API build. |

@gspowley please review and merge. ubuntu-latest is migrating to ubuntu-24.04 today |

This PR has multiple motivations:
ubuntu-latestwill be Ubuntu 24 on Dec 5thubuntu-24.04to get GCC >= 13 centralized-tiledb-nightlies#27, [c++] Use C++20 single-cell-data/TileDB-SOMA#3154). libtiledbvcf cannot be compiled with GCC 13, and when it is built with GCC 11, it fails to link against libtiledb that was built with GCC 13 (The centralized nightlies job failed on Tuesday (2024-11-19) centralized-tiledb-nightlies#28)
