移動というよりはコピーになってるかなと。あとmake_docs.pyもそのままな気がします。
まあ0.0.1-preview.1はそのまま使えそうなので、とりあえず VOICEVOX/voicevox_core#928 はpreview.1にしておこうかと思います。

内容
terms.mdのファイル配置をvvmsディレクトリ以下からルート直下に移動します。
コア側がダウンロードしたときにそういう配置になっていたほうが嬉しく、リポジトリ側もそれに合わせる目的です。
