Implement access controls for delegated admins

As of version 0.6 delegated administrators can only manage accounts in the same domain, so if the delegated administrators is [email protected], this admin account can only perform actions on example.com accounts. Global administrators can perform actions on all accounts regardless of domain. In older versions of this Zimlet delegated administrators had the same rights as global administrators.

Fix for delegated admins

Fix a bug that prevents the Shared Mailbox Toolkit menu item to be shown in the Tools and Migrations menu.

In addition update the README with steps on showing the Tools and Migrations menu.
