Medical GUI - Make separate file for keybinds

When merged this pull request will:

• Initially part of Medical - Add Enable Setting #9593. but better off as a separate PR.
• Make the postInit easier to read.
• Minor changes, such as removing false from the keyUp code, as it does nothing and adding a whitespace where needed (old line 53, _target =_intersectObject).
