What was changed?

Allow to use "*" characters (valid markdown) in PR descriptions. Porting over the same changes from Reduce hash table size for SDP transceivers amazon-kinesis-video-streams-webrtc-sdk-c#2067.

Why was it changed?

"*" is valid markdown character. Avoiding future confusion as to why the pull request description was not accepted.

This pull request description uses "*"s as bullet points.
