Covers most of the #795

Additionally:

• Fixed exception trigger for Deimos in GetFilteredList -> GetBuffStatus migration when possible #796 (DeimosSelectedByGreen wasn't in the Buff Simulator)
• Added some new buffs to the simulator
• Created a dictionary for commander/catmander tags guids to relative overhead icons for future usage
• Increased the pixel sizes from 12 to 20 for the decorations in Initial overhead decorations and related additions #797

Once merged I will edit #795 and strikethrough the completed decorations.
