Ballerina support for Highlight.js

Purpose

Resolves #114

Goals

This feature provides Ballerina support for Highlight.js.
Stack Overflow uses Highlight.js and this feature is an intermediate step of providing Ballerina support for Stack Overflow.

Approach

Ballerina grammar is written in Highlight.js supported grammar format.
Newly created Highlight.js Ballerina grammar file [1].
