We don't really want to drag Rails via the dummy app. Arguably none of us uses the dummy app to develop so nuke it for now and if you miss it too much we can always git revert.
To reduce complexity and our operational footprint I'm removing the GitHub Ruby matrix: we're only testing 3.2 forward, so unless some breaking changes/bugs appear between 3.2, 3.3, 3.4 etc we can restore it but for now let's go lean.
