ADD: new (optional) parametrization of soil and groundwater;

3.1.7_beta-volta
Intermediate version between 3.1.6 and 3.1.7_RC1 for the Volta implementation
It includes the new (optional) parametrization of soil and groundwater but with some parameters still hard-coded.
It also includes some features on the dam management only for this implementation:
- coefficiend of discharge of the dam set to 2 (it was 6)
- remove control on the respect of the dam volume because it generate impulsive spilling
