What does this PR fix/introduce?

  • I moved the Developer Guide to a new file
  • Fixed incorrect links (some were still pointing to the old docs-app repository)
  • Highlighted the commands to make them more visible with ``` blocks
  • Commented out instructions for localization since they are not currently applicable
  • Removed an error that doesn’t happen with the current Docusaurus version: ERR_OSSL_EVP_UNSUPPORTED
  • Updated the listed versions in the technology stack

Closes #1284
