@akturner This is a bug fix that arose as I was trying to merge seaice/develop into cice/icebergs. Since it is unrelated to that merge, I thought it was cleaner to fix this in a separate PR. Passes the standard physics and icebergs testing suite. |

This PR adds a halo exchange for iceberg velocities prior to their use in the iceberg decay calculation.
