To conforme to Data For Good preconisation to support all LTS python versions (3.8-3.12 today), the modification is to use syntax compliante with 3.9

geopandas has restriction to use python version >=3.9 <3.12 and for 3.9.7 specific version
pyproject.toml is taking account about these constraints
