Third release of the setup opensearch dashboards action. Adds retry on the download step of this action, which should help with flaky windows github runner downloads.

Release v1

Initial release of the setup opensearch dashboards github action. This action checks out a plugin into OpenSearch Dashboards and bootstraps it. Optionally, the plugin can be built and installed into the binary. This action does not start the OpenSearch Dashboards instance since it might simply be used for unit tests.
