Description of the Change
Update the workflow so that a python package is being built instead. Also remove the dockerfiles since they are no longer in use.
Alternate Designs
Nothing really. We could keep building the dockerfiles for other uses, but since it will no longer be needed for ETOS it just feels like an extra thing to maintain.
Possible Drawbacks
The containers will no longer be built. If someone is dependent on them, they will suffer.
