I noticed archriscv is carrying a downstream patch for legba:
https://github.com/felixonmars/archriscv-packages/blob/master/legba/riscv64.patch
Specifically, they contributed RISC-V support to pavao and then patch the Cargo.toml to make legba use this version of pavao.
In the meantime, this change was released to crates.io (0.2.6 also adds 32 bit ARM support) but the legba Cargo.lock file needs to be updated (which this patch does).
